Make an appointment to apply for a new passport at any county Service Center except Midtown Exchange and the Government Center.

A passport is issued by the federal government and certifies the identity and nationality of the passport holder. All U.S. citizens travelling outside the country need either a passport card or book. Citizens are allowed to have both.

  • Use a passport card to travel to and from Canada, Mexico, the Caribbean and Bermuda at land border crossings or sea ports-of-entry. It can't be used for international travel by air.
  • Use a Passport Book to travel to and from foreign countries via any type of travel.

Apply in person at any county Service Center - except the Midtown Exchange and Government Center locations.

  • Walk-in applications are welcome
  • Make an appointment for a shorter wait time
  • Applications are taken until one hour before closing

At the time you apply you will need to bring

  • Your completed passport application - including your social security number 
  • Proof of US citizenship (one of the following)
    • Certified birth certificate (within the US: issued by your City, County or State of birth)
    • Consular Report of Birth Abroad or Certification of Birth
    • Naturalization Certificate
    • Certificate of Citizenship
  • Current identification - typically a driver's license (one of the following)
    • Valid Driver's License
    • Clipped Minnesota Driver's License with yellow receipt
    • Current Minnesota ID card
    • Naturalization Certificate
    • Current Government ID (city, state or federal)
    • Current Military ID (military and dependents)
  • A passport photo that meets quality requirements
    • Photos can be taken for an additional fee of $17 plus tax
  • Both parents/legal guardians - if you are under the age of 16

Payment information

Passport transactions require two separate payments.

1.  Federal fee - Determine the appropriate fee

    • Must be paid with check or money order
    • No cash or credit cards

2.  County processing fee

    • To be paid with some credit cards, or
    • Separate check or money order (must be a different check or money order than the one used for the federal fee), or
    • Cash
